<description><![CDATA[Dear Education Reformer --<br /><br />On March 29, the U.S. Department of Education (USDOE) took the bold step of naming only two states -- Delaware and Tennessee -- as Race to the Top (RTTT) Round 1 winners. Total funding for ESEA programs is $25 billion for FY 2010, plus an additional
